KOEI has originally intended to release Dynasty Warriors 6 Empires in Japan at the end of January. According to an official release from the company, they are pushing it back to sometime later on in the Spring due to quality issues. There is no mention of the North American or European versions in this release, but we expect the delay to hit those as well, even with as vague as those release dates are at this point.
